So I am looking to purchase a timeshare that will give me access to RCI. I have been told that all wyndham timeshares come with free RCI access? I am thinking about purchasing Wyndham Ocean Boulevard 160k points even years. 50$ mfs per month. Doesn't seem like a terrible deal. How would I check to ensure there are no upcoming assessments now or in the future?

owns RCI. If you buy into Wyndham, you get RCI membership (like it or not). It ain't "free" however, Wyndham builds the RCI membership cost into their "program fees", which (as you have already observed) are billed / paid monthly in Wyndham.
You pay for RCI membership whether purchased separately upon owning at a (non-Wyndham) RCI-affiliated resort or via program fees when owning within Wyndham. In either case, the word "free" simply does not exist in either Wyndham's or RCI's vocabulary. On the contrary, it's more a matter of wondering when the next
increase might occur for RCI membership and / or exchange fees.
To answer your other question, there is really no crystal ball by which to foresee or predict future special assessments. All you can determine with any certainty is whether there is a current assessment or whether there has been such an assessment in the recent past, either of which the resort should know and readily disclose in response to your direct inquiry.
