Estoppel letter

I am trying to buy a TS at SVR or SVV. I haven't purchased yet but the seller has the estoppel letter which was shown to me. At the top it says week 31 but further down it says the unit floats 6-17 23-34 39-47 51-52. What does this mean? Is this unit a float or a fixed week of 31?

Generally, for legal recording purposes, there is a week listed on the deed (week 31), however, the week actually floats during the dates listed.
