Renting out my RCI points week?

Hi! I have a timeshare that is in RCI points. My home Week is week 43, and that is what I reserved. I am unable to use it this year. Can I rent out my week?

You can rent out a home resort reservation, but not an exchange.

(Note the part that you can "recoup" the guest cert fee, and the exchange fee).

However that was a long time ago, so perhaps RCI has changed that?
