If you have a deeded EOY-odd use, what options do I have on the even years? Can you trade for any use on the even years or are you locked into the odd years? For example if I have 7000 HGVC points deeded on the odd years, can I split 3500 for the odd year and 3500 for the even years? Or am I locked into using the 7000 points on the odd years?

I think that once something's been converted to points it can be used in any year that the points are still valid. Not exactly sure how HGVC points work but some points programs let you borrow from future years so in fact you may be able to do what you're talking about doing. The question is, will 3500 points be enough to get something good?

One of my ownerships is EOY (even) but it's a week, not points. EOY is a good way to get your feet wet in Timesharing with lower risk.

In HGVC yes you can turn it into an Every year.
You'd need to be in the current year that you'd want to make the reservation though. So if you own odd then you'd have to rescue points to the even year to book ahead or borrow into the even year during the even year to use them. You couldn't pull them into the even year until the even year starts so you'd miss out on club reservation time which may leave you with minimal options left if you wanted to travel early in the year. If it's towards the middle or end of the year then it's not that big of an issue.

I've been considering an HGVC EOY, but since this limits one's option for borrowing and forces one to rescue points (I believe for a fee), I think I have come to the conclusion it would better to get an annual contract at half the amount of points I anticipate using in any one year. Not sure what the counter argument to that would be, though.

On your off years you still have the Open Season cash option, which if you live near some of their resorts comes in handy for last minute getaways. :)
