Guest certificate for RCI Last call rental

Is it possible to get guest certificate for RCI last call rentals to give it to friends and family? or is it strictly for owners only.

I was able to get guest certificates a few years ago for last call reservations for my sister in law.

I've gotten guest certs on Last Calls for friends. No problem.

Actually there are some bonus weeks that I get that are for personal use only and do not have an option to add a guest cert.
