I used Viber in the past when traveling internationally and it works okay. Requires sender and receiver to be connected to the Internet at the same time and have installed the app. Texts works better than voice calls. For voice calls I use Skype when abroad.

Tmobile has free international text messages when traveling and free wifi calling, so I don't need viber anymore except to coordinate with colleagues if the trip is business related.

I've used Viber...it works well but the other caller must also have Viber. I mainly use Hangouts (Android phone & tablet) with a Google voice number when traveling internationally. Works for text, voice and video calls. Best of all... calls are not limited to those so have hangouts. You can call any number, including landlines.
