Every HGVC property is subject to ROFR except the Flamingo.

Even if the timeshare is "gifted" instead of sold?

It is floating and not locked to a specific week. You get the x amount of points associated with the deeded week. As an EOY owner, I can confirm the maintenance fees are payable in the use year only, i.e. every other year for a EOY contract. Club dues are payable yearly.

If it is a gift, HGVC will waive ROFR. You still need to go through the process to request estoppel and ROFR but if it is a gift, they waive.

Anyway- yes, Seaport is correct MFs due on use year only and club fees due yearly.
I have no idea idea about ROFR, I trust Seaport though
