How do you unclog a storm drain?

There is a storm sewer opening grate on my street at the end of someone else driveway that seems to be full of dirt and trash all the way to the bottom of the sewer. The driveway slopes so it dumps tons of water into the street when it rains. How do you clean these things out? How to I get the property owner to do it?

Shouldn't it be reported to the city or municipality responsible for the sewer system? I don't think homeowners have to or should clean them out.

Storm drains are on not on private property - they are the responsibility of the city, not the home owner.

You call the Department of Public Works in your town. And be ready to call them every other day or so. Try to speak to a real person, not an answering machine.

This is assuming the storm drain is in the street. If it's actually IN someone's driveway, it's not a regular storm drain, it's part of that building's drainage system.

I agree I would call public works, next your local city council person to report the problem. Finally, your local public health department to report it as a health problem.
