When does DVC charge its exchange fee?

I have an OKW ressie through RCI that I won't be able to make. If I use a guest certificate for it, do I have to pay the $95 DVC fee in advance, or would my guest be responsible for it at check-in?

It's payable at Check in, so your guest could pay that fee.
