Palace View Spinnaker / Southwind Management - New Policy?

I saw on an ebay auction on Palace View by Spinnaker which is managed by Southwind Management that there was a line "They recently enacted a policy that no individual can own more than 7 intervals at any given time."

Has anybody heard of this one?
