Not sure what your question is but my husband says all the major Intourist hotels had car rental booths. He said there was on at the main Intourist hotel across from the Kremlin (its been a while, though). Also, he saw them at the hotels the Swedes built for the Olypmics (??). He did not notice any at the airport but said that was because the tour bused him to the hotel. It is reseasonable to presume they are located there.

Better to rent a car and driver, IMO. When I was in Ukraine, I did this. Police in the FSU can be an interesting breed and having a driver definitely helps.
IIRC, my car and driver in Odessa cost about 150.00US for 5 days. I found him through friends Cool guy. Used to be a MiG driver during Soviet days...Pat |
