Daily resort fee of $20 at Westin Mission Hills?

I am getting conflicting reports about a daily $20 resort fee at Westin Mission Hills Rancho Mirage. Some people seem to have paid it when staying in a hotel room, while others did not pay it when staying at the villas.

Does anyone know if they charge a daily resort fee to II exchangers?

It was my understanding the fee only applied to Hotel guests not vaction club owners or exchangers.
 
Just there for a timeshare preview package. We stayed in the villas rather than the hotel side, I asked about a resort fee, and they told me that only the hotel side charged a fee. We did not incur one on the villa side.
