Riviera approves Singer Island timeshare resort

RIVIERA BEACH — A $100,000 for job training and a pledge to give minorities 30 percent of the construction work: That's what it took to get the city council to approve Marriott's plan to raze the Crowne Plaza Hotel on Singer Island and turn it into a timeshare resort.

By a 3-2 vote, the council approved for Marriott Vacation Club International, the company's timeshare division, to build two, 19-story timeshare towers at 3200 N. Ocean Drive. The beachfront property is currently home to the 193-room Crowne Plaza Hotel.

Council members Shelby Lowe, Norma Duncombe and Jim Jackson voted for the project, while council members Cedrick Thomas and Lynne Hubbard dissented.

The deal was struck late Wednesday after threats of tabling the vote and accusations that Marriott wasn't doing enough to provide opportunities for the city's residents. Marriott officials didn't want to risk waiting until the council's June 20 meeting for a vote.

Marriott's Peter Steinschulte rattled off a litany of "community benefits" in an effort to save the project from being tabled for the second time in about a month. At its May 2 meeting, the council postponed its vote without commenting, but later told Marriott it had to meet with Singer Island residents.

That meeting was May 24 at the Crowne Plaza, where some Singer Island residents opposed the timeshare concept. Instead, they wanted Marriott to upgrade Crowne Plaza and keep it as a hotel.

In total, Marriott agreed to give Riviera Beach $1.4 million in cash contributions to consummate the deal. The bulk of the money — $1.2 million — goes to the city's minority housing trust fund, with $100,000 each going to Riviera Beach's job training fund and the beautification of A1A.

Edward Kinney, Marriott's vice president of corporate affairs and brand awareness, said today that despite the last-minute wrangling, the company sees it as money well-spent. Marriott officials understood the social dynamics of Riviera Beach and sought ways to help the community, he said.

"We want to make sure the community embraces us," said Kinney, who is located in the company's Orlando office. "We're looking for programs that give people chances to start in new areas (of business). Money going toward those programs will certainly help advance that."

Councilman Thomas wasn't satisfied with Marriott's offer. He told Marriott officials that he had read about its deal to build a $236 million hotel in Harlem and wanted similar benefits for Riviera Beach.

In the Harlem deal, the project is expected to create 1,500 construction jobs and 1,000 permanent jobs. Marriott promised to hire 25 percent of the hotel's staff from Harlem as well as making minorities 50 percent of the hotel's hourly employees.

The company also agreed to having 25 percent of the hotel's suppliers come from minority- and women-owned businesses.

Marriott officials here told Thomas that its Riviera Beach project will cost about $60 million to build. But the company did agree to spending 20 percent of its purchases with minority businesses and make minorities 60 percent of its operational staff at the Singer Island resort.

That still wasn't enough to sway Thomas.

Jackson, who represents Singer Island, said he was prepared to table the vote again, suggesting that Marriott wasn't doing enough to support the city. Earlier in the week, Marriott had agreed to pay only $25,000 to the city's job training fund.

During a break at Wednesday night's meeting, Jackson shared his concerns with Marriott representatives and a deal was apparently struck.

"All of these developers are coming into the city and they want something," Jackson said. "I believe there ought to be some compensation for that."

Google "Riviera Beach" and read the first 10 topics/links...sorta sounds scary. Apparently the community has its problems with gangs and crime, so hopefully Marriott can start something which will contribute toward the ultimate goal of turning that around......Maybe a LARGE wall(?) . (My first question is , WHY the city council only narrowly voted approval????? Are they idiots? They NEED a change there! ) The beach area is prime, so I look forward to an "American Dream story" here. Let's keep our fingers crossed....I love the coastal Marriotts , and we need a dozen more!!!! To be honest, there's a shortage relative to the huge demand. jme

I don't recall reading anything that said Ocean Pointe is located in a high crime area, so I don't see why crime would be a problem for another resort on the same tiny island?

Doesn't Marriott have enough in Florida? Where is the variety? I would prefer another Caribbean resort or SOMEWHERE else!

Off the top of my head, there are only a hand full of Marriott ocean front resorts on the East Coast:

Ocean Watch
Barony Beach
Surf Watch
Grande Ocean
Monarch
Ocean Pointe
Beach Place Towers

All of these are very hard trades in peak season. So, I for one, would not mind having another quality resort added to the list.

Ocean Pointe's location is fine, but some of the surrounding area, including Riviera Beach, is a bit rundown and has had some problems - real or perceived. That has been discussed here on several occasions. See this past thread for an example.
 
Riviera Beach is the controversial area where the government has exercised eminent domain over lots of land. They are kicking out residents so that they can build an upscale marina area. I'm sure that the Marriott is being put there to regentrify the area.

The eminent domain is sad. But, it should result in a spectacular resort destination.
 
I can remember being a bit shocked with the area when I first visited OP when it only had 2 bldgs up and maybe only 1 open at the time. The 'over the bridge crowd' was quite frightening and I found the housing in the area near OP quite low level. There was a public beach just north of OP with some Tshirt/Fast food places and crowded with motorcycle gangs on that day - one of whom kicked (and marked) my car door as I drove by!

OP was selling to MBP owners for about $14,000 Platinum then with a world trip incentive so I went to look at it. The experience killed it for me, but looking back now at resale values of OP Platinum compared to MBP resale prices I probably should have purchased a couple of weeks.

I'm sure things have changed there - and enjoyed a week there 3 years ago without incident - but I think it still has a long ways to go, and that will take time.

New resorts are always fun to read about...but it is even more fun when they are in a new location. Having a new resort in Riviera Beach (which is just a couple of miles up the road from Ocean Pointe in Palm Beach Shores) is not as exciting to many people as a new resort in a whole new area of the country would be.

Marco Island is a good new addition as it is the first Marriott in Southwest Florida. I'd love to see some completely new areas get MVCI resorts as well. Santa Barbara would be awesome. Also, Jackson Hole...the Oregon Coast...Washington, DC...New York City...etc. I think there would be tremendous enthusiasm for these types of locations.

It's hard for me to travel with my tribe to faraway places. I'd prefer something closer to me [I am the center or the universe after all :p ]. I'm hoping that the addition of this resort will increase my chances of trading into an ocean front Marriott that I can get to easily - that way I won't have to buy one.

I would love to see another property in Myrtle Beach.....the Georgia Golden Isles, Jersey Shore, Ocean City Maryland, OBX Kill Devil Hills, Cape Cod.

Would also like to see some expansion in the islands.......Bahamas, St. John, Puerto Rico, DR, Grand Cayman.

Perhaps a resort in Cabo San Lucus too.
 
Marriott in Cabo

Went to Cabo for spring break and stayed using my Hilton week at the Fiesta Americana. As a Marriott owner also, I kept saying all week to my hubby I wonder why Marriott vacation club is not here in Cabo. Cabo is a wonderful, wonderful place for a Marriott vacation club location. They have a hotel there, why not a timeshare location too? Debbie
 
It's nice to see Marriott finally get a deal done which moves things forward for everyone. And Marriott is a great player to have in any town.

Ocean Pointe is not located in Riveria Beach, it sits @ 1/2 mile away in the village of Palm Beach Shores which consists of single family homes and small apartment buildings. Marriott has always maintained an excellent relationship with localities where ever it goes and Palm Beach Shores is no exception.

As to the politics of Riveria Beach. It's same old song. Where there's big money on the table, there's always a cabal of folks who ( temporarily ) speak in the name of the "downtrodden" when it's really about them getting a bigger piece of the pie for them and their friends -- We the People is a term invoked only when it suits a convenient purpose. Several developers ( Marriott included ) have tried to get deals done before and the local politicos nix it. There was recently a hotly contested local election which pit all sorts of factions against each other. Sounds to me as if the reformers won.

Riveria Beach ( which is mostly on the mainland ) is the targeted recipient of potentially $1 billion dollars of "projected" investments by the state over a 10 year period. Lot's of "proposed" projects on the drawing board as politicians plot ways to spend taxpayers' dollars. Of course the angst is because not all of these ideas will ever happen. The local politcos have been hotly debating all of this as ideas come and go. It all heats up a few years ago when the redevelopment plan is flipped around to focus upon the waterfront areas first ( but then again, that's where the big money is ).

There is indeed a socio-economic issue involved as the relative incomes in Riveria Beach are lower than most. But truth be told, the real problems run deeper. Ocean Pointe continues to have extreme difficulty in finding individuals to work in housekeeping and other entry level positions. There's absolutely no unwillingness by Marriott to hire any willing and able-bodied individual. But this part of Florida has seen a huge rise in the cost of living, and it's hard to find folks who can afford to live in the area. Another huge issue is that lots of prospective applicants can't pass the drug test or a background check. Not pointing the finger at any group here. It's just America in the 21st century as you've got the haves and the have nots and folks who claim to have the later's interests at heart when it's really about the money they can siphon off.

I'm surprised to hear that it's going to be strictly a timeshare as one thing which kept popping up was Riviera Beaches desire to have a mixed combination of hotel/shops/ and timeshare. So a lot of things go on behind the scenes to finally get things moving.

I'm glad it's going forward as I believe that this will enhance the value and aesthetics of Ocean Pointe which is relatively low rise ( 7 floors ) and located on some 20 acres of ocean front land. Yet it will be a 10 minute walk to the restaurants and shops which should also begin to pop up on the Riveria Beach side where the Ocean Mall will be torn down.

Great list of fantasy locales....they're all doable, and frankly I'm surprised they aren't in the works already......keep up the heat, and maybe we'll all get lucky. I do think there cannot be too many beach locations! After all, that's where we want to be, and the more the merrier. jme
 
I'm trying to remember....is this North of Ocean Pointe up towards that state park? That area was building like crazy last December when we were there. Construction all over.
As far as more Marriotts in Florida, they seem to love the place. Even though Orlando seems overloaded with timeshares, Marriott built more units there and continues to sell well. I'm sure their marketing studies are a lot better than the speculation here. I would love a couple more "Florida Club" resorts in Florida and maybe I'd get some use out of that someday. We were told a year or so ago about Marco Island and also that they were trying to set up a deal in the Keys.
 
Yes, this is north of Ocean Pointe. It is just past the public beach and the rundown shops. It isn't very far from Ocean Pointe.
 
Whar will happen to the old mall - will Marriott still be involved now that the timeshares wil be located elsewhere?

Would Marriott, please, please, please build something in Jackson Hole, Montana, or Idaho. I would purchase a platinum summer week no questions asked, and, if they offered a platinum plus fixed week, I'd buy that!

No, this is not Ocean Mall. It is a little further up the road, what has been the Crown Plaza (Holiday Inn?).

The Ocean Mall project seems to be dead; Barry did a good analysis of why projects like that fall apart.
