My friend is staying at BLT via a rental through DVCbyRequest. Are they able to use the Roof Top viewing area? He said he saw a sign that said it was available to DVC members. Does that include guests staying via DVC points?

He is not a DVC owner, only renting these points for this stay.

Answer is NO. You must be a DVC member, with ID card to get up there.

Technically, it is only for DVC owners staying there. However, on DIS boards, the answer is possibly. See below:

Possibly- technically the lounge is only for DVC members staying on points and this past week we were asked for our member card one night and just our room card the other night (although it was the same staff member so he could have remembered us). When we arrived at the elevator there was a couple trying to goup (they had not checked in) and they were asked for their room cards before being allowed to go up but I don't think their member card.

One must be a member and staying on property and it's subject to capacity or to be closed for private events. One does not have to be staying at BLT.

You must be a DVC to go up to the lounge and viewing area. We had to show our DVC member card each time we wanted to go up there.

We went up to Top of the World Lounge on our recent October trip. We were staying at BLT and had to show our DVC membership cards at the elevator bank.
I believe there is a separate viewing area related to a meal package at The Wave at the Contemporary for non members. Check with Disney Dining, they will know the specifics.

There is a viewing area at the Contemporary for anybody who knows it is there. I believe it is on the 4th floor. They pipe the music into that location also. You can also view the fireworks from the TTC, Polynesian and Grand Floridian although all those views are ground level. Once we had to leave early for some reason and watched them from the actual ferry going from MK over to the TTC.

Once we disembarked from the ferry at the TTC just as the MK fireworks were starting. Had a wonderful view, including piped-in music, from just outside the ferry dock, and were in our car leaving the parking lot before the hordes leaving the MK after fireworks reached the TTC. At the GF we've watched from the boat dock, which has the advantage of a view of the Electrical Water Pageant (which frequently comes by just before or just after the fireworks, depending on season & MK schedule), but you can also watch from the GF marina just outside Gasparilla's.

We've watched from the lounge atop BLT too, and the locations above are just as good or better since you have a more straight-on view of the castle whereas BLT is off to the side. And something to consider is that the current show relies heavily on projections on the castle, which are not really visible other than inside the MK, in the Hub or on Main Street.
