Use your android phone as webcam using Wifi.

Is there a way to use my cell phone "in video mode" as a webcam using wifi for
streaming and/or viewing on a Windows 10 computer or on a smart television?
Do I need to download and install an app? What is the best free app for doing this?

How do I connect an android cell phone as a webcam
via Wifi to the Internet using a wireless router or USB?

Android Phone

Downloaded the IP WEBCAM app to several different Android phones
I can open the app and see the start up page and camera - but I am
unable to get it to connect to my Windows 10 laptop

Which app would you suggest to install on my pc
to be able to connect/add IP address to view video?

Note: After I add a new app I can see "Installed" but don`t see a way
to open - How do you open an App on Windows 10 and Pin to start?

Thank You

Find out if your TV supports Chromecast, if it does on your phone select Cast in the android settings and select your TV from the list. Your phone screen will be mirrored to your TV, The TV and phone both need to be connected to your home network. Some TV's only support miracast, you would likely need to download a miracast android app on your phone to get that to work, it's not built into android.

This is what I discovered after all
these years having a smart phone

How to use your android phone as webcam using Wifi

Turn on your Android Phone and connect to your Internet
(Go to network & internet "Settings" then select network)

You need to Download and Install
IP Webcam App "free" from Google Play

Open ~ IP Webcam ~ Round Black Icon

Select - Start Server - it is
located at bottom of menu

It will open a camera screen and
You should see (your) IP address

Click on left top of video screen
How do you want to connect?

Select - Connect Directly
When device is directly
reachable via the network

Select: I`m using Wi-Fi Router

Position Android Phone
for best Camera View

You can then open the video stream on any computer, cell phone or Smart TV in your network
by opening the address tab in its browser add typing in IP address plus (fs.html)

Hit enter to view your live webcam video
on any device that is on your network!

Example http:// (type in your ip address and port number) browserfs.html

It works and you don`t need anything accept your old android phone.

Hopefully it will also work at a timeshare or hotel on their internet/network, so that you can keep an eye on your vehicle (by placing the camera in a window) or to check on someone in another room (by placing your android phone near a television, on a counter or night stand)
