Are you PR under the old system?
Isn’t the “old system” the current system? The new system doesn’t roll out until at least fall of 2020. We wouldn’t want to confuse anyone into thinking it has already changed.

And not only that, but PR isn't part of VIP and I haven't seen any information that indicates it would change in the new system (or even makes reference to it at all, I don't think).

Just trying to figure out what he had that prompted an offer to go to PR. From what I've been told (blah, blah, blah) PR or Founder's as it is called now, will have more perks like deep sea fishing at Emerald Grande (?) maybe. But to go from gold to PR, he would have to back out of gold via a trade, and then buy in again. Going to Legend or Founder's via points would be the cheapest (albeit, not cheap) way to get there. So it was an interesting path that only really led to more money in sales' pockets.

In the earlier information about the new levels it said that PR would automatically be the highest level.

The directory states: Presidential Reserve is available to CLUB WYNDHAM® Plus members who have purchased a minimum of 1,000,000 CLUB WYNDHAM Plus points in a Presidential Reserve Suite(s). Members meeting eligibility requirements (meaning you bought developer from Wyndham) also enjoy Platinum VIP status.

PR is not mentioned at all in the current sales brochure for Privileges, and I don't remember seeing anything in print from Wyndham, just some tangential speculation about PR in the future system. The directory treats PR and VIP as completely separate programs, aside from the fact that because PR members who purchased from Wyndham have 1,000,000 retail points, they are necessarily Platinum as well. The only question for me (or that I would have if I had any personal interest in VIP/Privileges and/or PR) is whether PR will remain at 1,000,000 as it's currently codified, change to 1,100,000 to meet the Legend level, or change to 1,400,000 to meet the Founders level. Because PR is deeded, I don't know if there are any limitations on the changes Wyndham can make compared to the relative ease with which they could make changes to VIP.
