Yes, it seems they just quietly updated their website in the fine print, without any announcement what so ever to the existing DVC members thru the member website. Pretty much tomorrow is the last day to get in at 75 points.
Fortunately for those who follow social media, someone posted it as a rumor last week or the week before. So there was much discussion on the boards I follow and many threads involving potential buyers who were planning to buy resale first and then direct (easier to match UY that way) who had their anticipated timelines disrupted. Some decided to buy direct now and others decided to stick with resale only after assessing the value of the blue card (direct buyer) to them.
When we bought in years ago the minimum was 160 points. We bought 175 to give us a day or two extra if we wanted and it has come in handy at times. People who buy small contracts don't understand that they can only stay a day or two at some of the resorts with those points.

Originally the min for new buyers was 230 then it went down in increments to 210, 190, 150 then up to 160 then down to as low as 50 (or some semblance thereof). What's been changing is that one must have X number of qualified points (bought direct) to get the benefits. I think they'll still sell less, it just won't give one the additional perks if you don't hit the minimum or if you're not already grandfathered in. I know many people over the years who bought very small, some as few as 25 total who were very educated and aware of the limitations. Side by side I think small buyers are more educated as are resale buyers. But certainly some have bought small and not understood what they were getting into. More likely though, they understood what they were getting but did not take into account human nature, reallocations and future life changes. Personally I bought my AKV contract of 100 points (4*25) with the intent of selling all but 25 to get the perks as I rarely use my points but rather exchange in. I just never got around to doing so and still have that plus my BWV contract though I did sell off all of my 553 OKW points.
I bought 50 points two years ago and I got the extra points since it was the end of the year. I had 2 resales but I wanted a small direct. I sold one resale and Disney exercised ROFR on the other one. So in the end I "should" just have the 50 point contract. I'm actually relieved that I don't have any more point than that as it has become so increasing difficult to even book anything lately.
