So if I buy say an Elara 3400 HGVC Contract that has a floating 1 bedroom week. Can I just use my timeshare at Elara every year and not have to pay the 1 time HGVC $609 Fee?

At almost all HGVC resorts, you must pay the enrollment fee. The only exceptions (that I know of) are the SW Florida affiliates, where HGVC membership is optional.

I believe membership is also optional at Bay Club.
Membership is also optional at all 3 HGVC Scotland resorts :)
Craigendarroch can trade into both RCI and Interval international

Bay Club is an affiliate so it’s optional

This is something to ask HGV, if you can cancel enrollment of an HGV Elara points week when its resold, then just use your Elara week every year.

There have been discussions here about Grand Pacific resorts losing HGV enrollment on resale. It used to be a $995 fee to transfer GP-HGV enrolled units.

There are floating weeks at the elara that are owned by westgate if you are looking for that. 1 bedroom maintenance fees are about $910. I've seen these on ebay for next to nothing because they cannot be traded into the HGVC system
here is a 2 bedroom floating week:

... But you'd lose the cache of being a HGVC member, which
means that you don't get to hold your nose in the air, metaphorically.

MarBrisa is still mandatory. Seapointe and Palasides are listed as external exchange resorts now.

One thing to consider when buying a Westgate Elara is that it may be harder to sell/give away than a HGVC unit if you ever want to sell.
