There was no cost to join enroll their weeks in Vistana, an option given to owners of the Grand Regina, but for a limited time that has now ended. For me, I also own a one week resort in the Vistana system, so there is a cost savings by bringing in my three weeks.

is the use of staroptions transferable (mandatory resort) if you sell? I would assume they only allow VSN access to the current owners.

I would assume no. The mandatory verbiage is written in to the governing documents for those mandatory resorts. The very early resorts that Starwood acquired when they first acquired Vistana back in 1998/99 don't have that language. Some of those resorts are Sheraton PGA, Sheraton Vistana Resort and Vistana Beach Club. None of those resorts have mandatory language in the governing documents because the "Club" did not exist under early Vistana. When Starwood started building properties, they started adding the mandatory club membership to the governing documents for those properties. They then later wised up and stopped including it in the governing documents for their newer properties.

Enrolling my units into the VSN Network was done without cost; sale of any of the weeks from this point on - the StarOption choice does not transfer automatically. They can be brought back into VSN in the ways so often discussed on this board - purchase of another week from an authorized reseller. But it is an option members/readers of this board should investigate.
