my Father in law has quite a few excess points for this use year. 1.5 M+

We know we can transfer to RCI, or roll to next year.

Is there anything else he/we can do with the points? He will have most likely excess points next year too, just not using all the points the way he used to (his wife passed away and he doesn't travel as much) and we have used some points, but not enough.

can he pay a portion of next years maintenance fees?

If he is VIP platinum and can still point deposit his points, that is my recommendation. It'll cost $39 to point deposit and give him time to figure out what to do. Any other use of points is throwing your money away, IMO. He definitely doesn't want to pay maintenance fees with it. Spend the $39 and have time to put a plan in place, you are talking too much money not to.

    thanks so much.

He is Presidential Reserve (not all, just the Midtown 45 portion), so I think we can move points up until December 31st.

Good stuff from Sandi Bo. If you don't foresee any use in 2019, roll all the excess points into 2020 and start booking reservations now. If you change your mind and find something between now and the end of the year, borrow the points from 2020.

You can book anything with a check-in date up to February 3, 2020 and get a discount and maybe an upgrade.

I started a conversation with some examples of reservations I made in the last three or four days.

Make a bunch of Bonnet Creek reservations right at the 60 day window and throw them up on Ebay. You should be able to make 30%-50% profit compared to the cost of maintenance fees. I would suggest learning the market for him, doing all the work, giving him the cost of the maintenance fees and pocketing the profit. He'll be happy not having to owe money and you'll be happy with extra money. You should be able to make about an extra $5,000 a year renting out 1.5M points.
