Thank you ALL again for understand my situation and continue giving me more information. I just learn that my son will have coverage under my health plan until end of January.
I have been reading a lot of information online so that I can guide my son to apply a health plan for himself. I came to this country and found work right away and never get any government assistance program. So, I have no idea how government assistance program for disable and low income people .
The more I read, the more I get confused and I am lost at this point . I do not quite understand how every thing work
I check the
www.coveredca.com and sign up for Obama care program . It mentioned the enrollment is ending at January 31, 2018 . I leaned that Obama care enrollment ending 12/15/2018 for 2019 plan.
This year for ACA, enrollment ends on Dec 15, 2017 and no extension is given. However, California could have extended the deadline. Since he only loses coverage at end of January 2018, he could apply in January 2018 to start February 2018, due to loss of coverage.
I plan to let him apply for Medi- Cal program first to see if he qualify or not. I have many questions. If someone knows the answer, please explain.
a) Will Medi-Cal program is good enough to cover ( Doctor, medication, hospital ect..)
Medi-Cal coverage includes doctors - PCPs and specialists, medications and hospital stays.
b) If not, does my son needs to apply for Medi- cal program first, and then the Obama care program . I am confuse between these two programs . Does he need to apply one of them or both of them .
He can apply for Medi-Cal through CoveredCA. When you go through the application, it asks for income etc... and when it falls below 138% of poverty level, which is around $16K or less. CoveredCA will then redirect the application to Medi-Cal. He does not start with Medi-Cal. He needs to start with CoveredCA which will forward on his application to Medi-Cal.
c) If he apply the Medi- Cal first and get denied, can he still apply allowed to apply for the subsidized insurance plan .
He should not go to Medi-Cal directly to apply. He needs to start with CoveredCA.
d) Since he has no job and no income, how can he proves that he has ZERO dollars as his incomes for 2017 year. I do not know at this point what kind of document may need to qualify for Medi-Cal plan.
The system application, CoverdCA, will access IRS record real-time to check for income from 2016. If he has more than $16K income in 2016, the system will ask for more information to ensure that he really falls under low income and qualifies for Medi-Cal. The system will prompt you, and you/he simply needs to go through screen by screen on the application. Based on having no income, he will qualify for Medi-Cal.
e) If anyone has any contact number or know of a person who can assist us how to apply these program ( with or without a fee) and located in the Bay area, please share the name and contact number.
There is also a number on CoveredCA for you to call. Since Medi-Cal does not pay agent commission, it is unlikely that you will find a 3rd party insurance agent who is willing to help.
I can help my son fill in the application for Medi- Cal program, but I am not sure if I have enough time to gather all the necessity knowledge to get every thing done before the dead line ending. And I have a lot more questions which need answer.
