Question on CUP usage

I'm still not certain how Hyatt's CUP usage and timing works given that it's different for every unit based on the deeded week. Here is my scenario and want I want to do:

1. I own two separate deeded weeks that fall in April and December
2. I have already used up my 2019 usage weeks via CUP in booking at a different resort for 2019.
3. I want to get on the waitlist now for a week at a different resort for usage in March 2020. Do I need to pay the 2020 maintenance fees now for request list to get filled if there is a match?

They won't fill your request unless you have active points. They would skip to the nextin line. You can waitlist without points to get ahead of the game as typically inventory shows up 6 mos prior

On this same vein, I own a week 15 and I want to book a waitlist for 2020, once my week starts for 2019, can I pay my MF's in advance and then put my wait list request in?
