Looked at resale ads and my question is about maintenance fees. Are fees annual or are they based on usage in other words if I have an eoy timeshare do I get charged ever year or just usage years?

As is so often the case on Planet Timeshare, the answer is --- "it depends". In EOY you obviously only pay maintenance fees for the actual usage year, but billing cycle practices can and do differ.

Some properties bill one half of the usage year's full maintenance fee amount each and every year for EOY ownerships.
Others bill nothing in the "off" year, bill the full amount in the actual usage year (as is the practice at one of our places).
It's a policy determined at / by the individual property.

Resorts Owned
A few in S and VA, a single resort in NC, MD, PA, and UT, plus Jamaica and the Bahamas
There are also a few that split the annual cost in two but then throw in a "convenience fee" of $25 or so for the privilege of owning an EOY.

Also keep in mind if you have an exchange membership (RCI or II) you will likely have to keep the membership active both years in order to use the deposit AND resort systems that have an annual membership fee (usually points systems) require owners to pay the full annual membership fee/program fee (Blugreen, Hilton, Wyndham, Marriott, Vistana, etc) even if they only own EOY.

We own a TS with usage every 3 years. The maintenance fee is broken into thirds and paid yearly.

It hurts less that way, and the total is still in line with yearly use fees.
