When I visited Pearl Harbor decades ago, the rules were different.

I know bags are not allowed. Does anyone know if a small, clear plastic shoulder bag like this would be OK?

I need to carry protein snacks for a medical condition and with a wallet, phone, etc., two pockets won't hold everything.

Is any day generally less busy during September-October? I know to avoid days cruise ships are in port.

Bags are not allowed - you can only carry in what fits in your pockets and a handheld camera, so I would not expect them to make an exception. You might try to find some of the pants or vests that they sell now with extra "gear" pockets.

Buy a pair of cargo pants, the type with lots of pockets and are somewhat loose, and put protein snacks in one of the pockets.

From the nps.gov site:
These items are NOT allowed at the monument:
1. Bags that offer concealment - such as purses, handbags, fanny packs, backpacks, camera bags, diaper bags, luggage, etc. - are not allowed at the monument.
A clear bag does not offer concealment.

These items are allowed at the monument:
1. Lightweight, plastic type shopping bags, such as those sold or provided by the Pacific Historic Parks bookstore, Battleship MissouriMemorial, USS Bowfin Submarine Museum & Park, and the Pacific Aviation Museum, as well as the same type of shopping bags from outside the monument.
