An MF of 1 cent per RCI point is usually considered the maximum one should pay, and it seems like you are right at that, so the annual fee for the number of Points is not terrible, but not great. Of course, if you own resorts that can be used in Points-for-deposit, the annual fee per point may not matter much.
I have a thread on the Points board where I explain that RCI will not let weeks converted to Points be traded in RCI Weeks, and that my resort management (VRI) will not let me use my converted week in II, either. So, you should probably assume that you will only be able to use this week yourself or use it in Points, or maybe in an independent exchange company.

What resort is this? Some Points resorts have a Home Group reservation priority, which should add some value.
