We are obviously charged a guest cert when changing from owner to guest.
But how about if changing from Guest to Owner?

That should NOT incur a the use of a guest certificate. In essence you are just removing a GC not really adding an owner.

I have switched between owners and never get charged a GC. So would not that be the same thing.

In the past I never was. Changing from one owner to another. But the vc would have to put the owner as a guest. Was a great way to avoid having overlapping reservation cancelled within 15 days. I had it done thousands of times.

Yes I did exactly that this past November. Changed a reservation with a Guest Certificate to my own name. No charge. As stated above, you are not adding a guest cert, you are removing one. They only charge to add a guest certificate.
