Question about Points and 1 in 4

I have two separate accounts with RCI, both Points and Weeks. I used my points for the first time today and picked up a unit at Playa Grande in Cabo San Lucas, where we also own a week. However, I later noticed that under the Available Units, it read: OWNERS: 1) 1-IN-4 YEAR RULE IS WAIVED ONLY FOR 1-4-1 EXCHANGES. I don't know what 1-4-1 means, and since we exchanged there last year using our weeks account, I called RCI. The VG told me that since we are owners at Playa Grande, the 1 in 4 does not apply to us. However, another TUGGER indicated that 1 in 4 does not apply when points are used. The VG did not mention that using points had any affect on the 1 in 4.
So,

What does 1-4-1 mean?

Are owners at a non-points resort exempt from the 1 in 4 when they use their points, but have recently exchanged back into home resort?

Does the 1 in 4 not apply any time points are used?

The key point is "all owners at the resort don't have to worry about the 1-4 rules at all".


Does the 1 in 4 not apply any time points are used?
Madge on Ask RCI, has said that the rules like 1 -4 (or 1-3) don't apply to exchanges done thru RCI points.

From my understanding...

If you are using your points account to book a week through 'points' standard reservation. The '1 in 4' rule does 'not' apply.

But if you are using your points account to book a week through the week reservation, the '1 in 4' rule 'does' apply.

If you are owner at the resort, then the '1 in 4' rule does 'not' apply.
