Transfer document = WBW Combine Request? Limit of 1 per year?

I'm confused as to why a transfer from one member to a new member without a current membership would be on a combine request form. Does anyone know why this is the form being used for that?

What does the statement mean that you are allowed 1 per year per membership? If you acquire multiple memberships in a year, can you only consolidate them one per year? What actually is being limited here?

Account consolidation is limited to 1 per year. So if you have a Worldmark Account and you buy 4 resell Accounts it will take you 4 years to consolidate them into 1 Account.

I thought when you acquire an account, it can be merged into your existing account at the time of acquisition. Is this type of acquisition also limited to a single time per year?
