Car rental in Toronto advice needed

We need to rent a full size car in Toronto Aug 28 - Sept 6. Today when I checked Costco the cheapest rate they are quoting is from Budget for CAD689.73(tax included). Hotwire is quoting USD384.66 (tax included).

Should I reserve with Costco since I don't have to pay up front and keep checking back for lower rates or just go ahead and book with Hotwire and hope the rate doesn't go down more. I'm really surprised Costco is so much more that Hotwire right now.

Car Insurance on Rentals

Car insurance can increase the cost considerably...always consider it when renting a car in Canada.

what about credit card coverage? That could defray the cost of renting a car. Put the reservation on the Gold/Platinum/Titanium card that has that perk. I know my auto policy also covered rentals up to 14 days when I lived elsewhere. Not now since auto insurance is government regulated in certain parts of Canada. Is Costco;s price jacked up because it includes insurance?
