Whidbey Island, WA Ferry Passenger Fare?

Ferry to from Port Townsend to Whidbey Island, WA… The fare is listed as Vehicle & Driver: $10.90. Passenger: $2.50

My question… the Passenger… is that persons on foot just riding the ferry, or does that include all persons other than Driver in vehicles?

Here is a fare calculator for the Washington State ferries. A charge is made for the vehicle and driver AND each additional passenger in the vehicle.

I was hoping the other way around, but what the heck. It will run us $26.45 to go that route to Olymic P.

The view is worth that!!! Getting to OP by any other route, one misses how magical it is.

Also, running the OP loop clockwise, you run the chance of missing the ferry.
