yeah, there's probably a reason why governments don't tax people who have trouble with the English language

I have served on 4 juries and 2 Grand Jurys. For one trial in civil court, one of the jurors barely spoke any English, but he had been selected anyway. Luckily, the case was easy to figure out and he got it right. If it would have been complicated, there would have been a lot of trouble.
